PowerPaint Windows MMCV Error?

Additional information

Anyone successfully ran PowerPaint on windows? I keep getting an MMCV error. I instalCV after but it says 2.1.0 is too new then 2.0.0 fails to build. I got past it another time but got some chardet errors and got past that but still more errors. Never was able to get it to run. Thanks for any help
