[Bug] On latest branch of mmcv setup.py bdist_wheel is not creating _ext library #3201

Reproduces the problem - code sample

on mater branch run "python setup.py bdist_wheel". If _ext.cpython...so file is not produced in runtime we'll get error "No module named 'mmcv._ext'"

I have the same issue. Pre-built mmcv can't be used with NVIDIA H100 (sm_90 architecture).
