Waymo Dataset Version #2461

Which WOD version should be used? Splits in create_data.py points v1.4.2 but doc says 1.2

Waymo version >=1.4. The docs will be updated in this PR: https://github.com/open-mmlab/mmdetection3d/pull/2457

Link given here for ground truth .bin file for validation set goes to empty dir of google cloud bucket.
