fix bugs: human parsing results, ann_file for training #116

Fix bugs:

  1. human parsing results: for one class, only keep one bbox and one segm with the highest confidence.
  2. use a correct ann_file path for training.
  3. revise the readme for the "fashion parsing and segmentation" module.
