Rtdt 834 investigate and fix mmseg docker build #3606

Motivation

Have a trouble that change in main branch don`t show in Dockerfile

Modification

I decided to use COPY all files from current repo in docker image instead of using git clone

  2. The modification is covered by complete unit tests. If not, please add more unit test to ensure the correctness.
