To improve security and distinguish between the different uses of the {{{mtt}}} database we need to create some specialized user roles.

The user roles should be as follows (* indicates a new creation) {{{ Role | Privileges | Use ----------------+--------------------------+---------- mtt_viewer | Read only access | Reporter (normal) mtt_submitter* | Insert, Read only access | Submit mtt_updater* | Update, Read only access | Reporter (auth)
