Client should display stdout/stderr if Reporter section not supplied #402

If the INI file does not contain a Reporter section, the MTT client should output the stdout/stderr with the --debug output to the main terminal. This helps debugging MTT ini files without submitting to the database or reading a text file after the test. This method gives immediate feedback in case there is a bad test or some such.
