@hppritcha Regarding this revert - we'll have to temporarily revert to unblock AWS CIs, if we can triage/fix the issue we'll bump it up again. We're leaving PMIX at the latest v5.0

As noted on the other PR, PRRTE v3.0 branch has been updated so this revert should be able to be "reverted" 😄
