bbc2dcm: Initial python module to convert TIFF to DICOM

• Can't encapsulate TIFF into DICOM. Might as well compress losslessly to JPEG2000 first.
• Input: tags from DICOM JSON dataset, TIFF file.
• Output: DICOM file to FS or upload to PACS.

• Added JPEG2000 functionality from work of @frenchfaso into bbc2dcm
• JPEG2000 is notably slower. In write about 10x. In read about 3-4x, as tested with Horos.

The DICOM functionality pushed by this merge c10ae97

• has trivial functionality to extract data from filename. Just as PoC
• is not able to take image types as coded strings like 'XV.PA' or something. Everything you want, must be passed as DICOM tags in DICOM JSON.
