Update dependency version and project version to 0.4 according to PyPi

When current version on PyPi gets installed, downgrades future to 0.10.1 which has a bug with Python 3.

Also, version installed is 0.3 with source code of 0.4 due to VERSION variable in version.py module.

Please update source code in PyPi :bowtie:
