Proposal: Surface custom built-in func non-halting errors in decision logs #3761

Right now, when a custom built-in function returns a non-halting error, there is no clean way to capture the error. @srenatus suggested, and I concur, that it would be useful to have those errors optionally surfaced in decision logs. Thoughts?
