License Missing #3

The docs should be licensed with some sort of Open Source license.

@geissonator - We already have approval to license anything under Apache, but I don't think that is best for pure documentation. Need to check internally if there is a direction on how we should license documentation. I think we'd be fine with CC-BY or even public domain on the documentation.

Yes I think CC-BY or Public Domain would be better... I would suggest CC-BY because it would show support for their project.

Sorry, I was unable to get approval for these changes from IBM legal so the documentation is just going to have to be what it is. Their main point was that the code is what's critical and it's under the Apache license.
