Increase the size of HBRT to 8 MB for both P9 pnor layout #120

Due to some recent changes, particularly the increase size of the PART_NUMBER attribute have pushed us over our limit in witherspoon. In the Axone layout we were 4 KB away from edge so moving us up to 8 MB gives us about 1 MB buffer.
