We hit a problem in the Axone pnor layout because the MEMD section was removed as it it no longer used. This broke the scripts we use the build up the pnor. This change allows for MEMD sections to be optionally defined in p9 pnor layouts.

Reverting a commit that was breaking swift compiles. Removing the MEMD was causing all sorts of problems.
