Add ubuntu latest #83

Thanks @pi-314159 for this PR proving that the delayed docker login works. I had to create #84 though as it contains all components that sub projects beyond boringssl and liboqs need. I did add you as a contributor there: Hope that's OK (and to close this PR then without merge)?!
