Docker image creation #47

As discussed yesterday, this image doesn't warrant an oqs-demos project of its own but may be helpful for python users anyway.

So, this

moves all docker-related files to a single directory
Integrates building liboqs-python and oqs-openssl
builds, tests and pushes the docker image to docker hub
contains a sample (minitest.py) showing how to activate specific OQS algorithms in the python ssl package
fixes #46
