Update test server generation scripts to libOQS 0.9.2 & nginx 1.25.3
Dockerfile provides option to re-use root CA if it already exists, adds note in README about this
Adds HSTS to server config (satisfying a hosting security policy)
Adds note about * designator in test server html (taken from PR #259 and adapted to the server config)

The new build is already deployed at test.openquantumsafe.org and the test run passes.
