Move off CircleCI #248

Streamline use of CI environments: Github CI seems to permit running on at least as many platforms as CircleCI and doesn't seem to "run out of credits" for an OpenSource project as CCI does sometimes.

Any thoughts speaking against this solicited.

Github does not support native runners other then x64, so things like https://github.com/open-quantum-safe/oqs-provider/issues/94#issuecomment-1712405056 are impossible (within reasonable execution time, i.e., not using qemu) are not possible on Github CI (short of deploying self-hosted runners).
