Use ORM for search/browse #66

Switches the search/browse backend database to use the new ORM (see https://github.com/open-reaction-database/ord-schema/tree/main/ord_schema/orm).

Deletes the old search/browse database schema (reactions, inputs, outputs).
The editor database is unchanged.
Scattered updates to account for changes to reaction.proto.
Note that I'm using raw SQL here instead of SQLAlchemy to run queries; this can be cleaned up or changed later.
