Add draft for database cleaning #652

This is the initial draft and more work is on the way.

@skearnes / @ipendlet : would you prefer this be (1) in ord-schema, (2) in a separate ORD repo, or (3) in a separate non-ORD repo?

I am going to close this PR as we are planning to move to a different repo.
