Test on Apple silicon

• Adds macos-14 runner to tests for testing on Apple silicon
• Changes the psycopg2 dependency to psycopg2-binary so that OSX users don't have to install postgres to install ord-schema (see #709)
• Updates the ORM connection string to fix a new encoding bug (probably due to an SQLAlchemy update?)
• Reformats some files due to updates in black
