Add filtering options to `smt list` and `project.find_records()` #309

Filtering by tags is already possible. Possible other filters:

[x] date/time
[x] executable / script name
[ ] executable / script version (range)
[x] parameter values/ranges
[ ] input data file names
[ ] command-line arguments
