converts fleet_adapter_mir into a ROS 2 package
move example configurations into configs
documentation updated

Upon testing with a physical MiR robot, some issues were found when interacting with the MiR API 2.0, fixes are more documentation will be added in https://github.com/osrf/fleet_adapter_mir/pull/13
