Waiting to configure issue description #16

While running the rmf_obstacle_detectors_laserscan , I encounterd "waiting to configure..." situation. I have provided a proper description and detail about how to configure and activate the node .

I was getting a DCO error continuously, so i am creating a new branch to work with and I will generate a PR with that.
