When placing a model into a workcell, hovering over an anchor will snap the model to the anchor to indicate what the parentage will be, but it will continue to show the model aligned to the global axes instead of the axes of the prospective parent frame. Then when you select the anchor, the model will surprisingly jump to align with the parent axes.
A less surprising preview would show the preview aligned with the anchor axes while hovering.
