Feature: CTA open StarSearch in Workspaces #3587

As a user of Workspaces, I want a call to action on the page so that I can open up StarSearch within a workspace.

This task is part of #3508

Entry Point

Users will be able to trigger StarSearch by clicking on a floating button fixed to the bottom of the screen. We can make it more attention grabbing by introducing some slight animation as well.
