feat: add fallback to GitHub API for repository search hook

• Adds a fallback to the GitHub API if no results are found or an error occurs in our API search

1. Go to deploy preview
2. Open Browser Devtools
3. Click on the Users/Repo Search
4. Search for a repo not in our data but on GitHub
5. Note the network requests for our API and the GitHub API
6. See the repo in the search results
