Feature: Blur visibility of OSCR for non-logged in users #3745

Current

The user can see all of the OSCRs.

Suggested Solution

For non logged-in users, we need to:

  1. blur all the scores
  2. Add a CTA for logging in/ Signing up
  3. Track the CTA for sign ups in postHog as a success metric.

Crunchbase Example

Potentially, we could treat the CTA for non-logged in users like Crunchbase.

But we're only hiding one data point here, so a better option might be do implement something like a toolTip on hover on the blurred OSCR ratings. (similar: https://github.com/open-sauced/app/pull/3733#event-13560356358)
