Add `NETLIFY_NEXT_VERIFY_FORMS` environment variable to app #3798

Add the NETLIFY_NEXT_VERIFY_FORMS environment variable and set it to false until #3796 is resolved.

I logged in to the Netlify dashboard and added this environment variable.
