SMB workspace features (Workspaces 2.0) #3844

Overview

We want to continue expanding Workspaces' functionality to allow users to access more insights into their organizations. This includes:

AI Powered contributor and repository recommendations

A clear pain point we've identified with our SMB persona is the need to find projects and contributors that match a set of criteria.

An example use case would be a dev tool startup looking for taste makers in the industry that they collaborate with to create content and help bring awareness to their product. We could bring them personalized recommendations for contributors with high sway working in projects related to their technology, or that are interacting with their product directly.

Another use case for an SMB would be finding repositories in Github that are using their technology or moving in the same space to be able to help build their sales pipeline, or even find partnerships with related projects.

### Smart Alerts Using our existing StarSearch engine we can notify the user about trends on the repositories they are tracking to: - Identify potential issues and risks before they become a problem - Identify spikes in metrics and match them to real events - Highlight contributors' work and find opportunities for new maintainers and collaborators ### Devstats We want to the innovation we've been testing in repo pages into Workspaces (including our devstats: contributor confidence, OSSF Scorecard, ROSS Index, OSCR scores) ### More insights into issues and PRs This includes not only the addition of charts in the Activity tab, but also improved tooling to identify experts within repositories that are doing the work (Top PR reviewers, Top Commenters, Top Issue creators) ![Image](https://github.com/user-attachments/assets/3d6e4707-d66f-4bf5-8844-f515569c70a9)
