Description
Implements a new design for the Explore page. Also changes redirects from
/and the nav bar URL to/exploreinstead of adding a topic and tool afterwards.Includes the following sections:
/histogram/top/starsendpoint/user/recommendations/reposendpoint, will show a login CTA if there's no logged in userRelated Tickets & Documents

Steps to QA
Go to the deploy preview and ensure that it redirects to the
/explorepageIf not logged in, check that the Recommended section includes a login CTA
If logged in, see that there are repos under the Recommended section
Scroll through to make sure the carousels works per section
Do
Ctrl+KorCmd+KOR click on the big search bar at the top of the page and make sure the search dialog pops upCheck mobile view for any UX issues
