feat: Removing the votes feature

Description

This feature has not really been leveraged and the OpenSauced project has moved towards providing insights rather than getting signal from user usage. This PR removes all references and functionality for repo voting.

Just a FYI @jpmcb. We will no longer need any Votes endpoints after this PR. Nothing actionable today, but going to move forward to clean this up while this is still pointing traffic to our app.

Next up is connecting the endpoint https://github.com/open-sauced/hot/issues/476

We will still want to move this to a new explore page experience, but until then I'd rather have this tested somewhere.
