feat: add a README and move LICENSE file to the root

Description

This PR adds a README to the root as a homepage of the repository and to allow future translations forked repos linking their contributing guidelines in the "Contributing" section.

This also moves LICENSE file to the root to make it available at the repo's "About" section.
