This PR updates the i18n guidelines to guide contributors who'd like to translate our Open Source Education Path as community translations.

@BekahHW as this is an overhaul, I need a second pair of eyes. Please let me know if there's anything that needs to be clarified. Thanks.

Edit: This guidelines might need update in the future, but we want to have the base here soonest for folks who are interested in translating our courses.

We will migrate to Docusaurus. Therefore, the update in this PR is no longer applicable.
