Added Founding Announcement

⚠️ To be approved tomorrow morning! missing @BekahHW 's links ⚠️

• Added funding announcement item to the launches
• Added funding announcement image
• Reversed order of timeline to show most recent items up top (so that the first thing the user sees when they get to the landing page is the most recent launch)
• Added conditionals to the links in the launch component so that if there's no link, then the link component doesn't render (because the funding announcement will most likely not have a docs entry for example)
