Yaml meta input #176

@jwestw @LucyGwilliamAdmin This is another PR needed for the site/indicator config forms. This adds an input for metadata that is in plain YAML - as opposed to the one we already have that supports a YAML + Markdown combination. In other words, this one uses YAML files that don't have the --- section at the bottom.

I'm just trying this but seem to be getting an error I haven't seen before: https://github.com/ONSdigital/sdg-data/runs/1316069726?check_suite_focus=true No indicators have data under "GeoCode"

EDIT: I've just realised a mistake on my part - will let you know if still having issues
