feat(sig-services): Create add or remove user requirement #105

This PR creates a Easy to add or remove user rule as was discussed in the last SIG Services meeting. This rule focuses on subscring and unsubscring from the service by user and handling their data/other linked accounts after unsubscribing from the service.
