[SIG Services][Guideline] Usage metrics #193

Write a guideline for usage metrics of a service:

User statistics: number of users
- Engagement: new users, active users
- How the service users evolves over time
User resource requirements / used; cpu, ram
Optional: User activity tracking: to evaluate the service

Open service should disclose and share that data

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
