Setup infrastructure #1

Waiting for Hetzner to setup a initial server to use as a initial test for hosting.

Cost will be around $40/month for a dedicated server.

Most work done on this was done in https://github.com/open-services/open-registry/pull/32 but also before. In the end, most infra (except main docker-compose) work is located in the infra/ sub-directory in this repository.
