[x] Introduce a switch to control the output of the CSE logging mechanism: --log-level=<level>.
[x] Use the same logging mechanism for non-essential CSE CLI output (e.g. the progress of a simulation).

open-simulation-platform/cse-core#110 needs to be fixed first.
