Expose file observer functionality through logger config file #776

It would be really nice if some features introduced to cosim::file_observer_config were made configurable through the file observer config file (normally loggerConfig.xml). This would make the features available to users of Cosim CLI and the Cosim Demo App. The features are:

Toggle timestamped log file names on off
Configure floating point precision (Recently introduced in #775 )
