Added proposal for README
Copied an almost identical CONTRIBUTING from libcosim.

Is it better to just have a CONTRIBUTING that links to libcosim?

I think it should have its own CONTRIBUTING file. It's kind of a convention, so people expect to find it here, plus GitHub recognises it and tells people to read it before submitting pull requests.
