Add solution for remote nofication of library stuff:

[ ] Panic button: assistance from librarian
[ ] Nofity when documents on hold was checked-in
[ ] Nofify when borrower has unpaid fines and use Tohu
[ ] Nofify when borrower on Tohu has non valid registration
