Write pkg-cacher.conf to pkg-cacher.conf.rpmnew if existing one is modified.

Update Debian debhelper compatibility to level 7

Change pkg-cacher pointer to SourceForge in generated report.

Fix permissions on cron script.

Force ordinal numbers instead of dates on rotated logs.
