feat: Remove shell script as part of redesign/cleanup. #55

Currently, opx-create-interface service calls base-nas-fanout-init.sh, which in turn calls base-nas-fanout-init.py. As part of redesign/cleanup, as discussed in FS review meeting, removing the intermediate shell script. The check for 'nocreate' file is now moved to the python script.
