L3 traffic drop in S4200 device #31

Topology:

ixia----------TR1(S5148)-------------AG2(s4248fbl)-------------TR2(s4248fb)---------ixia

AG2 device receiving 10k packet from neighbor TR1. Ingress port on AG2 is br3301 have bond15 as tagged and egress port is br3401 have bond16 as tagged. SRC -ip 120.30.0.11 and DST-ip120.40.0.11. The route is learn via ospf . The destination host is on ixia connected to TR2 device. AG2 device only transmitting around 8k packet to TR2 device. TR2 device sometimes able to transmit those 8k packet to ixia and sometimes it stop transmitting.

Possibly the same issue as #37 consider closing this in favor of that, since we're tracking #37 in the recent round of system test.

I will validate the issue once I have a fix for #37

Fixed in latest 3.1.0 code.
