Add a document that explains TC review process #2140

Language SIGs currently request reviews from the TC when they implement a particular signal (e.g. https://github.com/open-telemetry/community/issues/2134)

We need a document that describes the review process, what exactly the TC does, how are SIG maintainers part of this process, etc.
