Confirm GC election platform #2298

We must confirm that https://vote.heliosvoting.org/ is still the preferred tooling to run these elections and that it is still adequate for this purpose.

During the last GC meeting (22nd August 2024) we reviewed the following statement from the 2023 GC election:

The governance committee also evaluated Condorcet Internet Voting Service and Elekto but found that they had limitations making Helios a better alternative. Specifically, CIVS does not have GitHub integration and Elekto is beta software not recommended for production use. We welcome other suggestions for the future.

Those two previous concerns (i.e. lack of GitHub integration for CIVS and Elekto not recommended for production use) are still present. As such, and considering that Helios still meets our needs, the GC decided in this meeting that Helios Voting will remain the voting system of choice for the 2024 GC election.
