Tabulate election results #2312

Confirm results of election are published transparently via Helios as seen in https://vote.heliosvoting.org/helios/elections/1ee70ee4-11ce-11ee-aaf8-0a8c9aac83f9/view

Tally was computed and results gathered. As Helios is the only trustee in this case, no need for other cryptographic keys to be provided.
