[cmd/opampsupervisor] Release Supervisor binary #24293

Is your feature request related to a problem? Please describe.

A Supervisor binary is currently not available for download anywhere. It needs to be made available to end users once it is considered ready for release.

Describe the solution you'd like

Release the Supervisor as a binary on GitHub. The supported architectures should match those of the Collector.

Open questions:

  1. How do we want to version the Supervisor? Should it's version match contrib modules, or should it have its own version?
  2. Which repository should release the binary? opentelemetry-collector-releases seems the most appropriate, but is not the only option.
  3. Should we release a Docker image without package management support in the Supervisor?
